The NFLPA College Eight Bowl is the second College All-Star Invitational of the 2023 post-bowl season. The NFL’s refereeing department, run by the NFL Players Union, selects officials from the game’s development program.

The Hula Bowl was the first game held in 2023, with an all-female refereeing crew.

Scott Campbell will lead a crew of seven plus one alternate in the game at the iconic Rose Bowl in Pasadena, California.

The remaining invitational games are next week’s East-West Shrine Bowl and Senior Bowl, as well as Legacy Bowl 2 at the end of February.

These invitational games are a good way to showcase college talent, but so are official games. The NFL assigns stakeholders from a development pool of university officials to work on these games. These games are used as a special “glass time” to evaluate officials selected in the development program, the only means of refereeing in the NFL.

The NFL’s Mackie Development Program, which was renamed last year after the late Wayne Mackie, a former NFL officer and executive who spearheaded the development initiative, has as many as 40 officers each year. MDP personnel receive additional training from the NFL and during the summer he works at his NFL training camp.

Campbell is a referee for the Big 12 and has worked as an umpire for the 2019 American Football Alliance and the 2020 XFL. Three of his crew members attended the New Years Six Bowl game a month ago.

Listings of officers who have participated in the MDP program in the last three years, assignments to bowl games this season, and assignments to one of the three spring professional football leagues (all shown here are 2019 AAF and 2020 XFL) worked at).

To answer the question on many people’s minds, yes Frank Stella Torre is related to retired NFL referee and current CBS Sports rules analyst Gene Stella Torre. Gene and Tony’s cousin, who is also a former NFL official who worked as a back judge.

Stella Torre is entering its eighth season in the MDP, the best in the program’s history.

Antoine Cayson was also a cornerback for the Chargers, Cardinals, Panthers and Ravens from 2008-2014. He is currently in charge of high school football games and has been assigned as a substitute, which seems to be new this year. The refereeing department is trying to get a quick response to former player referees, Four of his former players are now officiating in the NFL.
