The Giants plan to add international prospects grown around the game to their minor league system.
The club has agreed to a $2.8 million deal for outfielder Rayner Arias, who is ranked 15th in the top 50 internationally, according to industry sources. The Giants, who have a base signing pool of $5,284,000, have not confirmed the agreement. The deal is pending physical.
A former minor league player and now scout, Arias says he grew up in the game.
In addition to his high baseball IQ, the teenage athlete displays makeup and leadership qualities that set him apart, as he seems to never be outdone in any situation.
On the field, Arias has the chance to build at least three above-average tools (hit, power, and arm), demonstrating a strong work ethic that surprises scouts. Some raters remind him of a young Eloy Jimenez. Arias moves well enough to be a solid defender in the outfield, and his arms play in multiple positions. His teen has also shown an advanced approach at the plate, and strikes his sense of the zone as well.
Arias trains with Jaime Ramos of the Dominican Republic, who is a member of MLB’s Trainer Partnership Program.
International players are eligible to sign with a major league team between January 15th and December 15th. He will be 16 before signing and the next year he must be 17 by September 1st. January 1, 2005 and August 31, 2006 are eligible to sign during the following signature periods. Players must be registered with Major League Baseball in advance to be eligible to sign.
Teams will be allowed to trade funds from the International Bonus Pool from 15th January.
